Can anyone tell where i can get any good programs to make wallpapers?

Just use Photoshop ( http://www.adobe.com ) its easy and powerfull. I usually use it.
or use CorelDraw ( http://www.corel.com/ )

you don't need one...just right click the picture you want..and select save as desktop background..there is your wallpaper..
