Dial the country code and then the area code plus the number you are calling, if it is a landline. If you are just calling their mobile, just dial the country code, then their mobile number.
Country code of China is +86 / 0086.
E.g, To dial someone from Shenzhen China:
+86 755 ********
To dial someone's mobile phone in China:
+86 130 ********

Wow. that's a hard one.
First, you pick up the phone.
Then you take the telephone number out of your pocket.
Then you put your index finger in the hole that corresponds with the first number on the piece of paper.
Then you run your finger in a circle until it stops.
Repeat until you hear a ringing sound.
OOOPS! I forgot to mention that you hold the phone up to your ear and mouth while doing this.

You usually use a phone. I don't what other devices you could use. I see you have a computer so you might want to try that.
