when I look at it it vibrates wildly not like the other ones do

low E string, huh? (that's the top string). look closely - just don't scare it -and you'll probably see that the neck bridge (also called a nut) is either short or worn. the string is buzzing on a fret or the neck. have it replaced or make a new one yourself and everything will be fine.

Do you mean simply vibrates or do you mean buzzes?

If you mean buzzing the grove that the string sits in by the tuning knobs or at the bridge may be worn or cracked allowing the string to come closer to the neck and touch a fret as it vibrates.
I'm sure you know if your guitar is in tune that tightening the string is not the answer. I won't insult you by handing out that advice.
There could also be a crack in the body of the guitar or a very small gap that developed between the neck and the body such that it resonates at the pitch of the string.

If you simply mean vibrating then looking at the string and noting it vibrating wildly may simply be due to the type of light that you are viewing the string under. If you are close to a TV or computer monitor or even some fluorescent lamps the pulsed light that these sources give off will produce motion aliasing which could make the string look quite weird at certain frequencies. Try looking at the string under normal incandescent light.

Next how old is it, strings should be changed if they are discolored. For example we change our strings at least once a month since they are played daily.

You probably need to change strings. It sounds like that one has been over tuned.

It could be the chord, the Bass, or the amp, 9 times out of 10 for me its the cord though, try taking your bass to a local shop and ask for a cord and plug your bass into your amp there, experiment with them all until you find what is the problem.

That one string is possessed. I would recommend taking it to see a priest.

it may be going bad or just needs tuning. You'll have to figure out which of these it is since I can't see it or hear it in person.

It's probably sittin wrong. Something might be wrong with the nut or the bridge.
