eg how come certain cds have tons of four-letter words but no PA while some can have just 2 and have one? Thanks!

It depends on the record company. There isn't a set amount of cursing needed to make a parental advisory. I once bough a cd where once whole song was 3:30 of the f-word over and over again, not to mention the other songs, and it wasn't parental advisory.

Depends on the meaning of the words, the wide-spread usage of the music and whether it was rated or not.
