It's the location of Richmond, Virginia.
Edit: Newton, you have latitude and longitude reversed. Latitude is North/South, longitude is East/West, and the one she specified was *west*, and therefore cannot be in China.
2nd Edit: Gerry, those are fractional minutes, not seconds. A lot of coordinates are now given in fractional degrees, such as 44.8342 degrees, or degrees and fractional minutes, like 44 deg, 15.3432 min, instead of the old system of DMS.

It's the coordinates for a location just south of Yecheng China.
Longitude North 37 degrees, 33 minutes 18 seconds.

37 degrees and 33 minutes to the North and 77 degrees and 27 minutes to the West.

You are correct. Lat. and Long. are given in degrees (symbol=the same little circle as in temperature), minutes (symbol=') and seconds (symbol="). This coordinate has no degrees given so it's pretty close to the intersection of the equator and the prime meridian (a little bit north of the equator and a little bit west of the prime meridian). I'm assuming the second number in each "pair" is seconds, even though no unit symbol is given.

well on google earth, it appears to be a house in richmond va. its located between where N shields ave, intersects stuart ave, and park ave. the westerly coordinates seem wrong, i doubt you could have a value of 077'27.67092 as you only count the seconds up to 60 perhaps it should be 077'27.57092? but apart from that its a house in richmond
