Please read:
There is most likely nothing wrong with you, except that you are maturing. Both sexes grow lots of hair in odd places starting at age 10 or 11 (some earlier, some later). That's what it means to be a teenager (and eventually an adult).
Congratulations on moving a little closer to being an adult.
UNDER NO CIRCUMSTANCES should you shave anything other than your legs and underarms, if you want to remove some hair.
And if you can put off shaving altogether, that's even better. Remember, you will be doing this for the rest of your life (if you choose to be hairless). Your skin will thank you.
REGARDLESS OF WHAT ANYONE MIGHT TELL YOU HERE, your hair on your legs and underarms will become more coarse over time. Maybe guys don't notice since their hair is more coarse naturally, but you will notice the difference. This happen gradually, as you shave more and more.
Waxing is great, if your parents will pay for the supplies and supervise the process. However, waxing requires that the hair be a little longer to work with. Wax is also more painful than shaving, since you are pulling the hair out by the root.
I am not trying to tell you that your concerns are silly, but most everyone who has been through this process will agree on one thing --> your body will go through many changes in the next 5 years, so you should keep this in perspective.
Tomorrow, you might have a new problem, like a zit on your nose, and this will seem really unimportant.

Hair DOES NOT GROW BACK THICKER WHEN SHAVEN. Hair grows from the roots OUT, not the skin out. So there is NO WAY shaving can make it grow back thicker. It just feels that way when its short and stiff. Your only 11 (my niece was hairy when she was young, especially on her back) and when your hormones kick in you will lose ALOT of this downy hair, so don't be too worried until after you hit puberty and start developing.
If, after your puberty you still have this condition, see a dermatologist or a Doctor. Fine hair can be caused by an imbalance in the electrolytes (are you getting enough water, vitamins and minerals, but NOT too much?). Anoxeric girls and boys can get a fine coating of hair because of this. Maybe it could be something else medical, like a thyroid condition, but again, don't worry too much until your at least 14 or so, unless your parents feel you need to see someone before then, if so, congratulations and good luck.

1. see a doctor about your thyroid/ hormone levels.
2. That whole thick hair/shaving thing is a myth. It only feels thicker at first because the end of each hair is cut off blunt.
3. If it is any consolation to you, there is an entire section of the drug store dedicated to hair removal for women. This means that, as you read are reading this, a lot of women are hiding in their bathrooms waxing legs, underarms, and yes! faces!
You will be fine. Trust me.

For your face, try a professional wax job; the hair does not grow back more thickly or any darker. Also, for the rest of your body,
try a bleach for sensitive skin. Shaving will make the hair grow back more thickly so really consider all of your options. Americans tend to be more concerned with hair than other cultures but some men really like hirsute women.

Shaving does not make hair thicker. Trust me.
Now, in the places where you really don't want the hair, use a hair wax to remove it. But really I'm sure you are beautiful, so don't worry too much about this. If it still bothers you when you are older, you can get electrolysis done to remove the hair permanently.
Also if your hair is dark, use a lightener on your hair, or just peroxide to make the hair less noticeable.

most girls start to shave their underarms and legs around your age. It is also comon for females to shave their arms. for the face, there is a thing called threading. Indian shops useally have girls who know how to do it. . for facial hair u DO NOT SHAVE! only get the wax/or threading.... finger hair would go along w. your arm hair witch can be shaved. . yes, once u shave, u will never want to stop b.c. the feeling of hair is just not cool. that sucks that u have this prob but it can be fixed. please dont shave your face!

Sounds to me like polycystic ovary syndrome (PCOS) which I was just diagnosed with by my new gynecologist. I don't have that specific symptom but I have other symptoms for me at age 24 I still get oily skin and some acne and I find it very hard to lose weight as I have since I was around 8 years old (symptoms you may not have)
It is something you do not catch nor something you may or may not develop (like diabetes). It's a syndrome that can run in your family that causes your body's hormones to be out of wack and weird hair growths happen. PMS can be sort of crazy too sometimes. Longer gaps between your periods are common.
If you have started your period but don't feel comfortable talking with your folks about something you MAY or MAY NOT have I would tell them since you started your period you think you should start seeing a gynecologist since that's what schools suggest and all the other girls do (even if it isn't true just say this to peer pressure them into taking you to see a real Dr.) and then bring it up with that Dr.
If the Dr.'s think you may have it they would love to catch your symptoms this early on. You would be given hormone testing to test your blood sugar, estrogen levels, and something similar to testosterone hormones which gets out of wack when there are more eggs than there should be hanging around in your ovaries at one time. These hormones also make your body act as though it has diabetes and must be treated as though you have diabetes. My doctor suggested the Zone Diet as it works around keeping a balanced insulin level at all times to help regulate all the other out of wack hormones caused by the syndrome.
This syndrome is still less known as it was only defined around 1990 and doctors are still doing many studies and learning about this syndrome. (Some of whom don't even think it is real.)
If you think you have this and you want to ask me questions PLEASE contact and ask me... I was 11 once and I know it's rough & I would never do it again honestly.
Good Luck & God Bless!!!

Wax it! It will be minorly irritating or painful, but millions of women deal with the pain every month about once a month to achieve the results that they desire. It works and you won't feel like a freak.
Also, after waxing, you could see a doctor about lazering the hair follicles where the undesired hair grows. That ought to permanently do the trick with the undesirable body and facial hair.
