You START accomdating bikes and STOP accomodating cars.
For instance, stop widening the freeways and build beautiful, safe, shady bike paths. Make secure bike sheds and lockers cheap, but car parking very expensive. Close most freeway ramps, so that commutes by car are less convenient and take longer. Stop improving roads between distant suburbs and city centers, to impress upon people the desirability of living close to where they work. Redesign buses and commuter rail to let us bring our bikes on board. Give workplaces incentives to accommodate bicycle commuters.
But that stuff doesn't really answer your question. How about getting the merchants in a mall or downtown area to have "Bike Days" with secure bike parking, a free botttled water, and a discount card for all shoppers ariving by bike? Maybe get a radio station to participate.

I live in a very rural area a fair way from the nearest town.It would be quite a task to ride my bike every time to get the things I needed.Then how would I get them home?You sure can`t carry much on a bike.If I were going to go that primitive,I would be better off with a horse and cart.It would be more practical than a bike.I think these things would be the problem for most people.To make it convenient for everyone to bike,you would need to move them all to a central location and abandon all the rural areas of the country.

First of all America is not like other countries in Europe that have alot of bike paths. I personally wouldn't mind riding a bike but there are too many crazy drivers in this country and wouldn't feel safe riding my bike on busy roads. The only way I see it happening is if politicians put more money into making bike paths to get around town. The only bike paths I see are in rich neighborhoods.

For people who live in a metropolitan area, this might be possible, but for many of us, things are too far apart to ride bikes. Weather also plays a factor.
I would say that you should carefully target the people you think would most likely make the change, get coupons from local bike shops and maybe form some sort of biking club.

Make a poster that has a before and after.
The before is a fat guy with no money & the after is a skinny guy with lots of money. Explain how you will save money and be healthy by riding your bike :)

Set up scenic bike trails,
Establish clear bike traffic lanes on public roads,
Educate drivers on how to treat bikers with care,
Give away free helmets,
Offer free help with bike repair/tire repair.
Promote family activities that involve bike riding to certain locations,
etc.

I drive 25 miles to work and it's like a hundred degrees. Do the math. I do, however, ride a motorbike to work a couple of times a month.

make every one work at home and not need to drive to the store.
i know it may be impossible.
also make the weather so it is possible to ride more.
make tops for bikes to keep the wind and weather out.
