I always wind up squeezing them and I now have little red marks on my legs. -sigh-

try the Veet Bladeless razor. if you still want to shave, try shaving in the bath and let your legs soak in the water for awhile before shaving. it opens up your hair follicles and softens up your hair so you won't get the ingrown hairs nearly as often.

Nair, shaving, waxing it ALL may give you ingrown hairs. You can use a loofah sponge to exfoliate. Sometimes tight clothing will help cause ingrown hairs. I wouldn't have surgery for one, that's kinda drastic.

Just exfoliate and use a clean pair of tweezers to pluck it and rub with alcohol when done. If the ingrown hair gets infected it will be a nasty zit.

I suggest using a bladeless hair remover with lotion in it.
It smoothes your skin, and gets rid of each and every little hair.
I use it and it works great.
I normally use Nair too - but it smells terrible. Try Neet which I haven't tried yet... but will.

Scrubbing is the only way to prevent it and sometimes you can't. Don't wax, shave. I don't recommend using chemicals to get rid of hair, I just hate the thought of the chemicals soaking into my skin.

A fool-proof solution so that the hairs do not come back is to have your legs amputated. I have not tried this, but I'm sure it will work.

get it surgically removed, or try a lufa sponge. otherwise, wait them out, they would eventually go away. nair will work, but be prepared for stinging....it burns!
