The only thing you can really do is upgrade the RAM a bit...unfortunately you'll always be limited by the processor speen, especially if it's a Celeron. 634MHz just isn't going to allow you to go much faster, especially with Windows XP. If you're running Norton or McAfee, ditch it for a freebie like Avast or AVG. Those big Antivirus programs are huge resource hogs.

Check for viruses and trojans first (adaware, spybot search & destroy, panda anti-virus, mcafee stinger, AVG antivirus free edition).
If no viruses, try these.
More RAM will help.
an 80 pin cable on the primary hard disk may help
moving both the DVD and 10G drive to the secondary controller may help.
If you are trying to game on this machine though, chances are you just don't have the processing power. You'll need to do a total upgrade (system board, ram video, prcessor, likely even power supply) to make it into a gaming machine. basically you'd need new box.

I had the same problem like you. here's some suggestions
-Please check for virus and Torjan first using AVG, Norton or some else;
-Don't use Internet at low speed time. Using Internet at low speed time can cause many problems especially your runing speed. If you have RDF Label or some software installed the problem is more clearly;
-Disable some unsual and unessary programs from runing when PC starts. You can do this in the two RegKeys:
HKEY_LOCAL_MACHINE\
Microsoft\ Windows\ CurrentVersion\ Run
HKEY_CURRENT_USER\
Microsoft\ Windows\ CurrentVersion\Run
NOTE, Please be more careful before you do that. I advice you to backup your regfile before you do it;
-Update your memory and processor. Intel Celron with Low Internet connection speed can cause many speed. I'm using it and it troubles me many times;AMD and Inter Pentium is better;
-Make sure you are not runing your pc in a unsuitiable enviroment. please check your user reference for more information;
-Clean your motherbord if you can. The dust on motherbord and some other hardwares can cause the same problem , they can even destory your pc.

The truth is simply this. YOUR MACHINE IS TOO OLD. Windows XP barely limps along on 256 and you CPU speed is horrible. Don't spend anymore money on that machine. Save it toward a new machine.

Try running SCANDISK on your computer and then also DEFRAG. Go to your START button and then select "HELP" and you should be able to find those diagnostics on your machine. Also search and find your "temp" directory and empty it and reboot your machine. You may want to go to your Internet Tool menu and select saving your history for 3 days or something minimal to save disk space. Make sure you empty your RECYCLE BIN often to save space also.

well if intend to play games...your rig requires a lot of upgrade or i should say buy a whole new set.....that is quite an obsolete machine
for office use such as word, excel and the likes then that would be fine....
