Yes, there shouldn't be any reason why you can't have children, either vaginally or by c-section.

Of course it is. The herniorraphy (hernia surgery) is an operation that closed your bowel into your inner abdominal wall / stomach. So it's nothing to do with your gynaecologic organ. So don't worry.
