Sometimes when I push the brake in the peddale goes al the way in and sometimes even locks up if pushed to far. After I drove out on the highway it seems fine again.

Impossible to say without a test drive but the description you give sounds like a classic case of a bad 'Master Cylinder'. A seal in the primary bore is leaking. When sitting with your foot on the pedal for a prolonged period the pedal will fade away but then when released and reapplied it will feel OK again. Bottom line were talking about your brakes here so you need to have them fixed ASAP be careful.

I would have the vacuum booster checked. A bad booster will make the brakes feel spongy, and in some cases, the pedal will go to the floor. It seems ok on the highway because the engine is running at a higher RPM, and therefore is making enough vacuum to operate the brakes without the booster. Definitely get the booster checked.

I'd have to agree with Iknowthisone. It sound very much like a bad master cylinder. The advice on fixing it immediately is also good advice, otherwise you're playing with your life and who ever you'll end up hitting when the brakes fail.

Low brake fluid more than likely sucking air at master cylinder. Which would indicate worn pads, and shoes. and or rotors, and/or drums.
I won't bore you with the details, but it's a serious condition that can kill you or someone else if you can't stop your car.
