You need loyal followers. You need weapons.
You first need people to want to put you in power. Your loyal subjects will stir up the other people. Consider them your PR team for this time frame. They talk you up. They make empty promises and such. And then you'll get your foot in the door. Once there, you take your weapons and your loyal people (who should have increased at least 20 times) and turn them into militia. These fighting warriors will destroy those who oppose you.
Congratulations, you are now in charge. Next step... acquiring another country. The process is similar... but instead of talking you up, your PR team will instill fear. The other country will be happy to give the reigns of governement over to you so that they won't be harmed (empty promises perhaps).
Congratulations, you are a dictator to be feared.

Tell me, are you a power crazy freak? You just asked how to destroy the world by starting a war. Full instructions given. Now you suddenly want to rule only a small part of it? It won't happen. The war will have destroyed anywhere you actually fancied going to? But, if you change the nuclear warheads to normal missiles, aimed one at the presidential palace, or whatever, made threats against the president, took control of the country through threat of use of force, installed your mercenaries throughout the country, then you might become a dictator. Won't last very long though I'm afraid. I will be watching for your first mistake ready to take power for myself.

Marry the dictator, he will be the dictator of the country, and you will be the dictator of the dictator of the country! Why small or medium? Be more ambitious!

You can't be a dictator in a country. You must be the president of that country, and you have to control all the things. My advice: create a company, and you will do what you want with your own company.

Piece of cake. First, identify said country (preferably third-world). Then get a financial backer. Convince the people of this wretched place that you are the best thing to happen there since fresh air and clean water. Then wage a war to 'cleanse' the land and once your enemies are vanquished, the people will be so overcome with gratitude that they'll give the country to you..!

First of all seduce a current dictator, then marry him, then kill him and say he didn't care for the people, then take over.
