With all the superpowers Superman has, finding supervillians who can actually give him a good fight has always been hard. But in Lex Luthor they have a character who challenges Superman in the one area he has no superpowers, his mind. Luthor is always trying to outthink rather than outfight Superman. And he always manages to stay one step ahead so that Superman is never able to "pin" anything on Luthor. This is also a challenge for the writers to come up with yet another diabolic plot for Luthor, which makes him fun to write. This makes him a more exciting and challenging villian then yet another superstrong brute wanting to pound Superman.

It can be aruged that his greatest enemy is not Lex Luthor. He's just his most common enemy. Brainiac a Kryptonian Computer Intelligence or even Dark Side would prolly be his greatest enemy. Or let's also not forget, Doomsday, the one creature that "Killed" Superman.

Lex Luthor ( at least in the comics) is a SUPER GENIUS! Not just the kind of kid who graduates from High School at 12, a mega super genius. Since Kyrtonians are a superior race to humans only a SUPER GENIUS could come close to challenging Kal-El (which is Supermand's birth name).

Because he is a master criminal and knows a few secrets about Superman that others don't. It allows him to exploit things like his knowledge of Kryptonite. Besides, he keeps baiting Superman to come get him.

The human knows Superman's weaknesses. Being an evil human, he would use that knowledge to enrich himself by selling his knowledge to other criminals that fear Superman's crime-fighting efforts.
