It is an issue with a driver. Try bringing the computer up in Safe Mode (press F8 repeatedly while it is booting). Sometimes just getting in up in Safe Mode will resolve this issue.

If not, try isolation the hardware causing the problem by removing items and reboot (remove network card and reboot, remove modem and reboot, etc.) As you can not remove the video card, go into Safe Mode and change the video card to a standard vga driver and reboot.

Check the system board manufacturer's web site to see if they have chip set drivers. Same with NIC, video, sound, etc, if not build into system board.

If all else fails, and since this sounds like a new PC with nothing saved on it yet, format and reinstall Windows. Hope it detects everything correctly the second time.

Good luck.

if you built it, check for hardware compatibility, most of the time in a new build, it is a video problem
