C = 100

M = 1000

V = 5 * 1000 (when there is a horizontal line over them, its value is the number times by 1000)
9876 by right, when romanised, its MMMMMMMMMDCCCLXXVI...
But since you mentioned of using least amount of symbols...

can't use different symbols on one number. You can't use LL on 100, and you can't use DD for 1000.
so you'd write that in one way and one way only.
