We should start off with the basics first...
X = 10
L = 50
C = 100
D = 500
M = 1000
---
V = 5 * 1000 (when there is a horizontal line over them, its value is the number times by 1000)
9876 by right, when romanised, its MMMMMMMMMDCCCLXXVI...
But since you mentioned of using least amount of symbols...
>>>9000 can be written as... (9 * 1000)

>>>800 can be written as... (500 + 100 + 100 + 100)

can't use different symbols on one number. You can't use LL on 100, and you can't use DD for 1000.
so you'd write that in one way and one way only.
