What make and model?

Som Phones Use Symbian OS.
Some Phones Use Windows CE/Mobile.
Some use Linux Embedded.
and most others use thier own priority O.S.

Most cell phones use Java.

That is why if you are having a problem turning it off and back on often fixes it. Java has a reputation for memory leaks.
