According to Jack Chambers, a professor of linguistics at the University of Toronto, "eh" is considered a politeness or hesitation marker.
Politeness Marker:
The person who says it is trying to elicit your support, ie - include you in the conversation.
Hesitation Markers:
Every language has them. In the U.S. and other countries is "huh" or "uh". "Hah" is another. The French counterpart is "bien".

I suspect it's a local thing, but living in a bordertown, I know a lot of Canadians. Only one of them talks like that.

I like it because it's not crude and so many Americans like to put one crude word in a sentence to shock people into thinking that they are clever.

Canadians say "eh" or "A" go a little south ...
Blacks in the U.S. say, "B" go a little more south ...
Mexicans say, "C"
Just shows that North America Knows their A.B.C.'s.
