Sounds like there might be a problem with your pump or something may be clogged.

When the dishwasher is running, does it sound like the water is splashing around with plenty of pressure? If it does then you have some other problem. The same pump that drains your dishwasher creates the pressure that cleans your dishes. If you can't tell, and don't care about getting a little wet, trick the dishwasher into thinking that the door is closed while on the wash cycle. If the pump is working, water will go all over the place. I would suggest keeping the door almost all the way closed to minimize the amount of water getting out. Since the dishwasher is new, it might be hard to trick the door into thinking it is closed. Couldn't tell you how to do it without seeing it.

The other possible explaination may be the the screen that filters the water as it goes out the drain may have something covering it. Dishwashers have a filter to keep large items from going into the pump. Some have a small piece of wire the spins outside the internal screen to chew up the food that gets in there to make it small enought to go through the screen. Something may have gotten in there that is both plugging the screen, not letting water out. If you have something like that on your dishwasher, there will be a preliminary screen that you will have to remove to get to the secondary screen.

You may also have a clog somewhere in the drain hose or there may be something clogged where the hose comes in under your sink near the disposal.

Most likely your level switch has something under or in it that is not allowing it to seat as it should. It is not uncommon to have a slight amount of water laying in the bottom of the dishwasher.

I don't know but I hate that! Water gets stagnent and smelly. I sop it up with a rag and sprinkle baking soda on the inside of the dishwasher between uses and it helps.

make these checks
1 that your drain hose is not pinched or crushed
A WASHER USES pump and syphne action to drain .make sure you have some kinda of loop in your drain hose
2clean your drain in side..

first check filter maybe clogged then check your drainage pump it maybe jammed or clogged or broken
