There's no way to recover them. There is a website called delic.io.us that will let you put your bookmarks online so that you can share them with others or retrieve them from anywhere.

No, there is no way to recover your old bookmarks unless you've done a backup recently (most people don't do this). I suggest you start working on making new bookmarks. Just think of all the fun you'll have searching the web again.

If you haven't saved anything and then reinstalled Windows, they are gone.
Then again it depends on how important the bookmarks are for you. There are software available that can recover info from the hard drive if it is not badly damaged but that should be done before reformatting the hard drive.
Your question doesn't give much information so a specific answer is impossible.
Did your hard drive get damaged? What actually happened? Did you reinstall Windows?

It is hard to answer without knowing more about the Crashed Computer. Basic Crashes where the computer can be rebooted are easily recoverable. If you can't reboot your computer, then you could either have a Mother Board issue or hardware. If it is the Mother Board then you could transplant the Hard Drive. Unfortunately if it is the Hard Drive you may be out of Luck. Good Luck !!
