Yes they can, and the same is true for mice and rats. If you have a cold the best thing is to handle your hamster only if really necessary (maybe someone else in your family can help), and before you touch him or any of his equipment you should wash your hands. That's what I do with my pet mice if I have a cold. If your hamster seems like he caught a cold you should ask your vet to look at him, because they would know exactly what kind of medicine to give. Respiratory infections in little animals like that can get bad very quickly, so the main thing is to see a vet right away.

I am not 100% sure, but I think they can, it affects they more many times resulting in a respiratory problem or infection. I have had dwarf and syrian hamsters die from getting a cold that turned into a respiratory infection and it only took 2 weeks for them to succum to their illness.
Here's hoping that your little one doesn't develope an infection and that he/she gets better soon.
