We used it one year, and only one year because of that very problem. It smelled wonderful, but after the first rain it became crusty, and then we had masses of little gnats hovering over it for weeks.
If you have dogs, or if there are dogs in your neighborhood who might get into your backyard, you really shouldn't use cocoa shell mulch. It contains a chemical that can make dogs (and cats, although they're less likely to eat it) very sick. Dogs especially like the smell and will eat it eagerly.

We have used coco-mulch for about 8 years now... and have never had problems with gnats or other insects.. no more than anything else or anywhere else we've lived. It more likely has something to do with the plants and the weather.

due to the nitrogen and sugar content , they support bacterial decomposition so they break down faster than bark mulch this makes great food for gnat larvae .not a bad thing it helps support a healthy organic soil food web.just don,t let the flies bother you.

I used it and it developed a white fungus within a day or so. I had to spray it with an antifungual and since then the problem has not returned. Also, the odor of chocolate lasted a week or so, not that that's bad!

Probably fruit flies. They are attracted to most food sources.
