Here's the answer for a 2002 corolla, which is most likely the same for a 2003....
"My 2002 Corolla S has 4 fuse boxes - (3 under the hood, 1 in cab)
- #1 Under hood, passenger side, front of engine
- #2, 3 under hood, driver side, front & side of engine
- #4 - Left of steering wheel, behind "storage only"
compartment
Radio fuse is in Box #4 - Fuse #31, right side, 3rd fuse down.
It is a Type "A" fuse - controls radio, clock, cig lighter,
power mirrors, SRS bag system, sealt belt pretensioners,
and transmission shift lock system."

Actually that is what is considered a OBDII, a.k.a (On Board Diagnostics) This simply sends codes off when you have a Check Engine Light, which are read off by a computer located at your local shop, usually manf. by snap-on. I have heard of this situation but Its primarily on cars with high end security systems that contain tracking devices in case its stolen, or vehicles that contain OnStar* a safety program that senses collisions and reports them. So it is possible for them to track you, and record trips ect. but its unlikely that they would waste time on people they arn't looking for.

Down on left panel in front of door...you will see a small door...down by where your left leg is if you were sitting in drivers seat.
