If you don't use the printer often (at least once a month) you probably have cartridges drying up on you. If by chance you have an epson or canon, the print head is inside the printer, so regardless of how many new cartridges you put in there, you will encounter the same problem.
If you are using a generic or third party ink, it may be too dense or of low quality clogging your print head.
You can try to run a bunch of print head cleanings. (your manual will tell you how) If by about 8 you are not seeing any improvement start with a new printer. Do a print head cleaning once a month ALWAYS as a preventative measure. This will ensure you get a long life out of your printer, and a top quality print from your cartridges.

Try cleaning where the cartridge fits into the printer. Use rubbing alcohol though, it evaporates fast

First check the plastic tape to make sure you have removed it and then make sure you have installed the catridge properly.
