All of them have 28 days, however, only 1 has a TOTAL of 28 days for 3 out of every 4 years. On the 4th, it has 29.

February has 28 days every year except for every fourth year. Then it is a leap year, and February has 29 days. The last leap year was 2004 so the next one will be 2008.

1 month, February except on Leap Years, then its has 29 days. Every month besides February has at least 28 days though. February is the only month that usually ends on the 28th day.
