you say both of them didn't drop? It depends on your age. And I am wondering why your parents didn't have it taken care of when you were small. It is a simple surgery.
The testicles hang out of the body to keep sperm cool. So that is when you jump into cold water they pull into the body that helps keep them warm.

Find a specialist. I don't see why you can't have them lowered. like a hermia surgery .......and then eventually you will produce viable spern/ Talk to a urologist or a fetertility specialist.
And remember you still might have some little fellows who are strong enough to swim uphill and make a baby.
Do you know why medicine is not an exact science......it is called a practice. Because nothing is for sure. Like in math 2 +2 will always be 4 . that is an exact science.
Thus.....what a doc says might not be 100% true. Get more opinions. And maybe drop those balls.

Undescended testicles are prone to turn cancerous. You should see a doctor about your options, but they shouldn't be left as they are.

You have to go under the knife or you may not be able to be a daddy. They need to be kept in a cooler location away from the regular body heat.

I suggest you consult with a urologist. The term for undescended testicles is "cryptorchism", and it can be remedied surgically.

Sounds like you are plenty old enough for them to have dropped on their own. I would advise you to go to your regular doctor to see what can be done. Good Luck
