i now some show like people making out, but they dont show anything. are they allowed to make videos showing things, and then have them edited for MTV?

Yeah, BET un-cut. Usually on about 3 AM. :)
It is crazzzy! You can only find the stuff really late at night though, it's not allowed in your everyday videos.

The FCC outlines guidelines specifically for the use of the UHF and VHF radio frequency ranges. Therefore, shows that are not "broadcast" are exempt from these rules. Also, the rules only apply between the hours of 6am-10pm. So in answer to your question, it depends. Check out the source (a consumer brochure from the FCC) for more info.

Yeah. The just won't get aired on tv without being edited or censored.
