Is it the Queen? or Tony Blair? or both? or government?

I am asking because I have to know who is responsible for British Foreign Policy... the source I have says the Executive, but who is then the Executive?

Can you help me?

The Queen is sovereign, hoverer under the British Constitution, she reigns but does not rule. The government of the day, which enjoys the support of the majority of the House of Commons, provides all the ministers who propose and execute the laws of the land.

The Queen must assent to laws passed by Parliament.

The Executive branch of any government is the branch that makes sure the laws are "execute"d and obeyed/enforced. For the US it is the President who is the Chief Executive, for England it is the Prime Minister. The body that writes the laws, or Legislative, is the Senate&House in the US and Parliament in England. I do not know the Judicial version in the English set up, but for US of course it is our courts all the way up to the Supreme Court.

The house of Commons it is made up of elected members of all parties. The majority party (in this case the labor party) the leader of who is Tony Blair is the prime minister. The queen is meerly a figure head and has no real power.

It's the Prime Minister and Parliment. The Queen has no particular power in setting Foreign Policy.
