Unfortunately wasps will form a nest where ever they can. You just have to monitor those areas where you notice wasps normally make their nests. I would try to knock them down (when the wasps are not there), or use wasp spray to kill them. Get the kind that has a long spray, especially if you are allergic. If you knock the nest down when the wasps are gone, they will leave. (I've done that before). Monitoring under your deck would be the best, since you can prevent a lot of wasps from nesting at one time. You can always hire a pest control company, or if you already have one, tell them about the wasps and have them get rid of them, it's their job!

Take a water bottle, cut the top off, and tape it back on so it looks like a funnel to the inside of the bottle. Pour honey inside of the bottle (sugar water works good too) and hang it on a tree or set it on table, stump, etc. where you don't want the wasps to be. The wasps are atracted to the honey and because of the funnel shape, they have a hard time getting out of the bottle and eventually drown in the honey.
Or you can go to home depot and get wasp catchers that work the same way.

Preventative Wasp Control
The best way to avoid a wasp infestation is to make sure that your home/property isn't a tempting place to nest. Here are some suggestions for keeping wasps out of your yard:
keep wasps and hornets out of your sidingWasps love siding. Some wasps will find their way into the cracks of your vinyl siding. Vinyl tends to expand during the day and contract during the evening, making it the perfect shelter for wasps -- a diurnal insect. Get those cracks sealed if possible.
avoid attracting wasps and hornetsWasps love fruit. If you have fruit trees in your yard, it's best to make sure that the fruit falling from the trees is cleaned up and not left to rot on the ground. A compost pile set away from the house is a good way to keep foraging wasps safely occupied.
wasps and hornets are attracted to garbageWasps feed on garbage. Wasps, as opposed to bees, thrive on human wastefulness. It's a good idea to keep your garbage recepticles tightly sealed and emptied regularly.
wasps love picnicsWasps love picnics too! You will want to make sure that picnic foods and other sugary delights are kept in proper containers so as to avoid inviting wasps to your party.
wasps infest yardsWasps enjoy tall grass. Some species of wasps will make their nest in the ground. It is best to keep your grass mowed short, and make sure there aren't too many areas near the house where there is loose, dry soil.
Part 2: Wasp Killer & Wasp Poison
If it appears that the wasps aren't going to stay off your property no matter what you do, and the alternatives in the sidebar to the right don't work, it might be time to kill them. This is the tricky part, and the way you kill them depends on the species you're dealing with.
If they are ground dwelling wasps, you'll want to go out in the early evening to see if you can find the nest by watching for a lot of low-flying insects gathering in a particular area. Then you'll want to purchase some wasp killer, bundle yourself up in protective clothing, and spray the poison into the hole during the very early morning hours (before the sun rises).
If they are paper wasps, go buy some wasp poison, wear protective clothing, and spray the hanging nest during the very early morning hours.

Get rid of any pollen. I heard that clear jugs filled with water ward off flying insects. supposedly they can't stand that reflection. But it has to be a clear jug. Fill it almost full set in an area that the sun will directly hit the bottle. should work.

try sprays- they KILL the wasps. If you are looking to not use chemicals try the end of a broom handle and knock the nests down as soon as they appear.
