because it floods in from overseas. exchange rate and exchange rate market are suspect since the accuracy is in question-as well as the people (entities) they came from. portfolio utilizes domestic market while avoiding the former's issues

If I am not mistaken, the acceptability of FDI depends to a great extent on the policy of the government of a country. For instance, the American government disallowed such investments recently by some foreign enterprises in certain key sectors of the economy on grounds of security. Whereas, portfolio capital investments which are mainly institutional can be restricted by imposing a percentage cap.
