he has no rights to her unless he fights his grandparents for guardianship over her which is what his grandparents have. but if she has lots of doctors to see and meds to take why would he want that kind of hassle?? and would he keep up on all that work it takes to advocate for his sister?
i would suggest having him talk to a lawyer about it.

Well why does not he just share custody with the grandparents, I do believe it would help with the burden. The elderly couple must need some help in raising the teenager that why everyone is happy.

go to court and he may have legal rights to adopt her if he shows he is financially capable of taking care of himself and everyone else who may live with him. if shes 14 then she only needs him for 4 more years then she is capable of living on her own but more than likely she needs to be in school she gets financial benefits for being in college even if she lives with her brother. whatever you do do not let her go into foster care they can treat her badly. you have to go to fight for her in court have legal documents of abuse if her grandparents are abusing her. or wait until she is 16 and go to court she will have legal say on who she wants to live with,
