Because you have probably not had your meter read, and your electricity/gas usage has been estimated...
Therefore you pre payment does not cover all your usage, so you have to catch up!!

hi there it baffels me to think you have a pre-payment meter that the company say you owe money ,like me i have the same problem i rung them up they say its because sometimes you use more electric than usual so you dont get has much for your token this means you owe money when infact you dont i had to have my meter read by the company inwhich all fell ok in the end infact they owed me the meter had been set wrong .get in touch with electric people ask them to pop and read your meter it might want adjusting good luck

Sounds wacky to me, why do have a prepayment meter in the first place, its called PREPAYMENT, it means its been prepaid.
