There are a good number of candidates, with Ecuador, Trinidad & Tobago, Angola, Ghana, and Australia all doing surprisingly well in the group stage and Portugal making the semi-finals, but it really goes to Ghana, for their outstanding win over the Czech Republic and defeat over the United States, which they followed with a decent but unlucky showing against Brazil in the round of 16. Had Australia or Ecuador made the quarterfinals, they might get the answer. However, lets not forget that disapointing performances are as surprising as impressive ones. Of those, Poland, England, and the Czech Republic would be the leading candidates. I would give it to England, because even though they made the quarterfinals, they really didnt deserve it. They played poorly the whole time, except maybe the first half against Sweden. It was really shocking, not just they didnt meet their expectations, but how they didnt meet them. So there you are.

France, definitely. They limped through qualifying for the tournament, and just got in when Zidane came out of international retirement. They looked weak in the group stage, and barely went through after beating Togo 2-0. From there on, they have been playing spectacular, with a big win over neighbors Spain, and upsetting the World champs Brazil in the round of 8. After France, I would say Ghana was the next surprising team, since most people saw traditional powers Italy, and a tough Czech Republic side as clear favorites, and a young USA team as the next challengers.

Germany--you knew as hosts they'd do well but who'd have thought after all the pre-tourny negative press they'd be one of the few sides to actually score goals and try to attack. Hurray for Klinsmann!
Without him, this WC would be even worse. Saying that 2006 ranks in my opinion worse than 1990... Just freakin' brutal to watch.

Portugal, because it classified to the best 4 teams in the world when nobody was expecting it.....people expected Brazil, England, Argentina, or Spain to be in the top 4, but never Portugal.... and I am glad for them!

Suprising good or suprising bad? Ghana was suprisingly good. I didn't expect them to advance as far as they did. France was also suprisingly good. Brazil was surprising when they lost. USA was also extremely disappointing. I distinctly remember Landon Donovan telling the world that there's no reason why the US couldn't (and wouldn't) win.

Spain - they had so much talent and yet such a poor showing
Swiss - no goals allowed
Ukraine - great showing for 1st time appearance
