1996 was a "funny" year for Caravans. Both the old and new body styles were considered 1996 vans. The "old" style van did have the fuel filter, which is a silver canister, mounted on the passenger side frame rail, one line in, one out, as others have stated. However, if it's the "new" style '96, the fuel filter is mounted on the top of the fuel tank. It's a gray plastic canister with 3 lines, 2 to the tank and one to the front of the vehicle. It's held in place with one bolt (10mm head). You also need to know if the vehicle is a short or long wheelbase, as the lines connected to the filter are made to the filter, and different lengths for each wheelbase. Remember, these fuel systems are under HIGH PRESSURE! BE PREPARED FOR FUEL SPRAY WHEN DISCONNECTING ANY LINE(S).

I don't know off the top of my head, but to find it, open your hood. Find the fuel injection system. It should have metal piping running from it. These are the fuel lines. Follow them. They should run under the frame of the van and continue to the gas tank. If you don't see the fuel filter along the way, then it is inside the gas tank.

The first two answers are correct. Crawl up under the passenger side about midway between the wheels and you'll see it plain as day.
