Check with your local Community Action Agency. Here in the U.S., they distribute the majority of the Community Service Block Grants. If you cannot find them in the phone book, then call the Dept. of Family Services, or Dept. of Aging (Both are divisions of Social Security)

We were able to get our home winterized, with new insulation, and a new furnace, through our CAA. I know other services offered include siding, and roof, when they are needed.

you can check with your local building dept officials on this or at least they can tell you where to start
