Maybe.
If you're a transvestite because you like women's clothes but don't dress as a woman when you're with men, then, yes, you are gay.
But if you're a transvestite because you feel closer to being a woman and you dress as a woman when you're with men (and hopefully the men know this and aren't surprised), then you could want to be a woman.

not if you're a FEMALE transvestite who acheives arousal by dressing in MEN'S clothes
If you MALE and you like men (meaning that your sexual and romantic interests involve men), then you're gay regardless of whether or not you're a transvestite.

There are only two things that make a person GAY.
Exclusive Attraction to the same sex
Exclusive Consentual sexual contact with the same sex.
You are gay if you have a penis and you are exclusively attracted to any human being that has a penis.
If a person is not exclusive yet still has attraction to the same sex, he/she is bisexual

You cannot change how you feel about members of the opposite or same sex unless otherwise. Although, that does not necessarily dub you as a homosexual. It's our society who judges who we are as individuals, including our sexuality, but it's only you who determines your sexual orientation and how you feel as an individual.
