The United States of America is not and never has been a "World Empire". The word empire would indicate USA owns significant lands throughout the world. Perhaps you are really asking when did USA become a world power. If so, I believe it began with T. Roosevelt and the Great White Fleet. Then the end of WWII, we had the only viable economy left in the world and became a super power whether we wanted to or not.
Now, if you were serious about the US becoming a "World Empire" then I would advise you to hide, the black helicopters are coming to get you.

There are basically 3 important things in American History that are made this nation an "Empire":
1. English Colonization (not Spanish, German neither French)
2. Emancipation Proclamation (didn't let the country break)
3. World War II (was more devastating for Europe)
This is a powerful country but is not an Empire, the Imperialism died a long time ago.

After we "won" the Cold War.
America was a wimpy country until WWII. We had to build up a lot of forces, and fight a two front war. It takes a lot of infrastructure to support two armies in the field. After the war we had problems with the Russians, they would not give up the land that they had invaded. That started the Cold War. We thought Russia was a major threat. They had a large army, China became their ally, and our government feared that communism would try to take over the world. So we kept a large standing military, and we built up our infrastructure to maintain it.
Luckily Russia never invaded Europe, but we were very prepared for it. Thanks to the work of Russian spies Russia seemed to move as quickly in technology as the US. Then there came the space race. Russian put up the first satellite and the first man in space. So the US geared up. The Cold War was more an economic war, and we were fighting it hard. As a side effect of this our technology and life style increased. Then suddenly Russia crashed and we found out it was a Paper Tiger. With no one to fill the void the US became the sole Super Power. Of course China has a few things to say about that, and once they reach the point we were at in the 1960s they will be a Super Power.

I would say at the end of the Spanish American War in 1898, when the United States acquired Cuba, the Phillipines, among other territories. This became more so at the end of World War II, because the United States had emerged as a superpower, replacing the British Empire.

The US became a world power following the end of World War I. We gained enormous financial success during that war because we remained neutral for so long and chose to sell weaponry, supplies, etc. to the different countries involved. When the war ended, Europe began rebuilding, repaying debts, etc. America, on the other hand, had no rebuilding to worry about and, in fact, collected on many of the debts other countries were paying off. So, as other countries lost power, we gained a significant amount as a result.
Though we lost a significant amount of national wealth during the Great Depression, the effects of World War II pulled our nation out of its destitution and in fact contributed (again) to a significant monetary gain for the nation. In the way that World War I helped the nation, so did World War II - we remained neutral, sold weaponry, then rode in at the last minute and saved Europe. With little rebuilding necessary in the states, we had a booming economy from wartime production, so we sat back and collected wartime debts.
From there, it was only a matter of maintaining. America had shown that they were a force to be reckoned with, and we had the military strength and the economy to back our image. The rest, they would say, is history.

It is said that USA became an empire at the beginning of the XX century, after they seized Phillipines and Puerto Rico from Spain, creating an expansion typical of the empires.
Later, after the collapse of the Soviet block, USA became the most powerful world empire

The middle of the 19th century created the dynamics which led to the eventual vision of a "manifest destiny" during which we proclaimed our right to expand our territorial and influence from the Philippines to Cuba and Latin America. This fit in nicely with the "robber barons" and the unparalleled development of wealth at the end of the century and Teddy Roosevelt's unbridled imperialism. We were fortuitous that World Wars I & II left the European contenders broken and our influence without challenge. The USSR, of course, proved to be a straw dog, and, now we have been in a period when absolute power corrupts absolutely.

There can only be a World Empire when two people a male and a female care enough about the world to bring it together.
