For girls, long hair because you can do more with it and it's sexy.
For guys, short hair because then they look more masculine

Long. Then you can swing it around your head and look like Cousin It from the Addams Family. If you put a pair of sunglasses on the back of your head, no one will be able to tell which way is front/back. And you definitely can't do that with short hair.
Although bald is good for when you're desperate for a mirror or a waxjob.

I like long hair better for myself (if you are talking about females), but some short haircuts look really cute if you have the appropriate shape of face
