This sounds like a horizontal crank engine.... (carb mounted to tank correct?) the fuel pickup tubes can get clogged at the ends, they can crack or fall off, the tanks can warp and cause a bad carb to tank seal, the carb could be loose, diapragm need replacing or the whole carb could need a good cleaning (soaked in carb cleaner, blown out with compressed air through all holes and a carb kit installed) You have spark, and compression..... it starts off of starting fluid..... just your not getting gas. Was this thing left setting for a while? stabilizer used? could have a gummed up carb.... this is why a fuel stabilizer should be used if storing gas over a month.

Sometimes, getting fuel primed from the tank to the carb can be a pain. If there is a fuel filter, make sure it isn't clogged. Depending on the style of carb, there might be a small, removable fuel bowl underneath. You have spark, so you're almost there. On older style briggs with the tank under the carb, you blow into the tank a little to get fuel primed up into the carb. If it has been sitting quite a while, the carb may need to be taken apart and cleaned out. Old gas will sometimes leave a varnish and gum up the inside of the carb.

Yes....look in the gas tank. Is there a sponge looking thing in there? Those darned things fall apart and end up in the carb....in the filler tube...clogging up the screen. It's a mess. This motor has the gas tank under the carb right? I always order the adapter tube for the techumpseh carbs. They have a different bolt pattern but for under 30 bucks you can change it over. Go pull the carb off of an 8 horse or 5 horse and put a gas tank bracket up a little higher and it will work like a charm. I've been doing this modification since the early 80's and it hasen't failed me yet. Good luck. Also...just yank all of that governer crap off and run the throttle control direct to the butterfly.

If it starts on starting fluid your timeg is probably ok. you probably need to replace the fuel diaphram at the base of the carburetor. also check for dirt or dried fuel scale in the carb.. First check the fuel line to the carb for plugs or leaks. Then back out the needle valve at he bottom of the carb and try to drain out any old gas and debris. A bad crank case key way can cause hard starting.

Same thing happened to my pressure washer. I took the air cleaner off and made sure it was clear, checked the fuel line to make sure it was clear, took out the plugs adn made sure they were dry, dumped out the old gas and refilled it with new purchased gas. Started it up and it coughed at first but started.
I think by letting it sit all winter with the gas in it caused some blockage in the carb and/or fuel line. Best if you run the engine till it stops with empty gas tank before storing or long periods of non-use

Try spray start. Can get it at most auto parts stores. If it fires or starts for a few seconds with the spray start then dies, there is a problem with the carb, fuel, or a blockage of some kind.
There is a product called "Stabil" which stabilizes the fuel so it will not deteriorate over winter storage.

B&s motors are notorious for carb problems. if you have a pull start. prime the carb by pulling the cord 3-5 times SLOWLY so as to get fuel into the cylinder then pull hard once. if that doesn't work check for carb adjustment screws. turn 1/4 turn in and repeat start procedure. also check setting of gap on the plug. it must be close to required setting or it won't run. The setting should be in the manufacturers maintenance book, if you have one, otherwise you may have to find a dealer for B&S to get one.
