I would like to cover it with a plywood and indoor/outdoor carpet if possible. What do you think?

I think you should rebuild. It will look hokey if you try to cover it up. Do it right.

If it is still structurally stable, the wood is not rotten and the footers are secure, then plywood and outdoor carpet is a pretty good idea. That will be the cheapest route anyway.

Treated Plywood to the old deck and then if desires add new decking to the plywood.

No matter what you use it will degrade at some point. The question is valid and as long as you're prepared for the fact that it won't last forever, then try concrete backer board as is used in shower stalls, etc. then overlay the carpet.
