If you Computer is brand new, go right back to where you bought it. If you payed for an OS, make sure ou get a real working one.
Computer shops are notorious for trying to save a few bucks by giving buyer pirated copies of Windows. Retailer pirating is why Windows has so much anti-piracy protection now.
