We are not part of a condo group, just a neighborhood with a few people who complain alot and like to throw around rules written by the builder 30 years ago.

It is not unusual for a subdivision land developer, who may or may not also be the builder of the homes in the subdivision, to establish restrictions on the use of the land in the subdivision. These are the "restrictions of record" refered to in real estate contracts. They are sometimes also known as "deed restrictions". They are written for a variety of reasons.

The biggest reason they are written is to try to protect the property values of the homes in the subdivision. The most common restrictions are the prohibition of fencing in the front yards, the parking of boats and RV's in front of the house (and many times in the side or back as well), and the composition of the exterior of the homes (requirement of 80% brick for instance). Others may prohibit the planting of certain kinds of trees or shrubs that are invasive. You get the picture.

These deed restrictions will be available at your county courthouse and are a matter of public record.

Some deed restrictions provide for the creation of an ad hoc committe (informal homeowner's association of you like) of homeowners to oversee the the compliance of these restrictions long after the developer has finished the subdivision. This is like what you are dealing with.

If I were having problems like you apparently are, I would get a copy of the restrictions and become familiar with them. They carry legal weight and can be enforced.

did you sign a agreement with the home owners association .?
if you did, as a homer owner you have to follow the rules. you and your friends can also get every one to sign a petition and have the
home owners association dissolved. if the rules are that old you
and you neighbors can submit a list of new rules and call for a
vote .[rules should be something everybody can live by..]
