rebooting means to restart the computer - power off or "reset" the computer.
How often.... I would say that depends on what you do with it. On systems that don't do anything but email and web access, I can leave them running for MONTHS at a time. But generally, I would recommend rebooting once per month, right after you install the monthly Microsoft Security updates your system should be installing automatically on its own.

Depending on your operating system rebooting can help when your computer seems to be going slowly.
Rebooting just means restarting, shutting down and restarting later works the same.
What rebooting does is clear out memory of programs that are currently running and also clear out junk data that is taking up space that closed programs never cleared (you may hear the term "memory leak" related to this).
Rebooting doesn't solve all issues though. It's not a magic bullet like most support lines treat it.

You should reboot the computer, anytime it ask you too. Also it's not always a great idea to leave the computer on all the time. And you should turn the computer off and unplug it during a thunder storm, you should also unplug the Internet as well, because lighting can strike through them and then strike your computer.

rebooting it is pretty much turning it off and on. you should only do this 1. if the computer tells you it needs to restart. 2. if there is something wrong with the computer (i.e. some applications do not work) it doesnt hurt the computer as long as you turn off from the start menu and not press the power button on the tower or unplug it.

I leave mine on 24/7 because i am folding for Stanford Univ.
But i feel rebooting at least once a week tends to clear out excessive memory use.

rebooting resets all of your computer's system settings to their defaults. this fixes a multitude of offline and online probems.
sometimes when you think you are having a problem with a server rebooting will make the problem go away. in otherwords it was the computer's fault not the server.

you dont need to reboot your computer that often unless you have to, rebooting means turning it off, thats all, then on. I leave mine on usually around a month, unless I have to restart for some reason. unless you hard boot it, its fine. Hard booting is when you turn it off by pressing the button and not turning it off through windows.

temporary files will build up on your hard disk, taking up space in your computer’s memory and clogging up other resources. By rebooting, or restarting, your computer, you can clear out these temporary files and improve your PC’s performance.
