The Hispanic designation is often considered separate from other races because people from Latin America can be Native American, African, of Spanish descent, or even Caucasian. So, you could consider a Mexican African to be Hispanic Black.

If mixed with Latino, then the guy is Mulato, like Ronaldo, the Brazilian soccer player
If not, then is just black, like Ronaldinho from Brazil too.
For some reason blacks in Latin America are happier than those in North America, even when poor.

A Black Mexican, Black/Mexican, or whatever. Don't worry yourself with the names. Whenever someone asks you what you're mixed with, just say both ethnicities like I do!

Categorizing people because of their race is very ugly, but in Latin America all Africans are called either "*****" or "negrito" no matter what nationality might be.
