The difference between animation and regular film is that film is shot continuously. So if you're filming a car driving by, the camera will follow the car from the minute it enters the road, till it's gone from sight. That will take a few minutes of filming.
If you're doing it in animation, you shoot one frame at a time. Film has 32 frames in a second, and you need to shoot each frame separately. So you move the car a tiny bit for each shoot, and when you show the whole thing together it looks like the car is moving.
Animation is not necessarily a cartoon or something that's drawn (tho those are the most common kinds of animation). You can also animate real people. As long as you film one frame at a time, that's animation.

Animation is the optical illusion of motion created by the consecutive display of images of static elements. In film and video production, this refers to techniques by which each frame of a film or movie is produced individually. These frames may be generated by computers, or by photographing a drawn or painted image, or by repeatedly making small changes to a model unit (see claymation and stop motion), and then photographing the result with a special animation camera. When the frames are strung together and the resulting film is viewed, there is an illusion of continuous movement due to the phenomenon known as persistence of vision. Generating such a film tends to be very labour intensive and tedious, though the development of computer animation has greatly sped up the process.

Well, there are two different types of animation. Animation, in terms of live people, is that someone talks with great movement. Animation, in terms of characters, is giving an inanimate object (like a drawing) with the help of some certian tricks, or graphics inducing programs life.

To take something still and put it into motion, hence to animate it. Cartoons are still pictures drawn one after the other to give the cartoon character the illusion it is moving. Animation.
