In HTML code, what does mean, and does it need a closer, also?

Example:

...[Small Lawsuit Resolution Act]&s;7-1502 Authorization

I can't see it, I just change the document, which is in code, and send it off to the publisher.

I know it's not a typical tag, but it shows up often enough in this document (a book that gets published online), that I feel like it means something (and I should know what that is).

Another example:

.... [Small Claims Court]&s;1-2303 Filing of claim--Default

That's XML. In XML, the coder can invent any codes as needed and use them for any purpose. There's probably a definition for it somewhere in the page or the site. But it's definitely not HTML.

Don't think there is a tag. The only thing I can think is that it is meant to be a

tag which creates the largest headline. I think it needs a closing tag.

I've never seen that before. Copy the source code, then delete the and see what happens.

After a short research, nope, the tag does not exist...nor have I seen it before.

It might be xml related, but it doesn't appear to have a closing tag. It may also be a junk tag generated by whatever software they are using to create the page.
