NO NO it is SOOO not. the only reason why it seems uncommon is because there are so many people who don't value their selves and their bodies. They don't understand that virginity is a special thing, something that you were blessed with and something that you can't take back once it's gone. Often times, people act based on their emotions rather than actually thinking it through. It's lust that makes people want to have sex before marriage. PURE LUST. And all this "well they've been going out for a long time so they're ready for it," is PURE CRAP!!!! The only relationship that should have sex is a marriage relationship because you trust your partner enough to know that they won't leave you when you've "done it". In fact, marriage is based on LOVE not lust, so sex isn't the most important thing in the relationship. People that lose their virginity before marriage just don't THINK. They don't THINK about the repercussions. What if you don't stay with that person you lost your virginity to? What is left for your future husband? What's left for your future wife? Can you imagine how sad it would be if you were married to a man or woman and you found out that they couldn't wait for you? That's pure crap. I say we THINK instead of act. So to answer your question there are a LOT of people under 16 who are still virgins it's just that in the world today, they don't mention that or even praise that fact that there are teens in the world who can control themselves. NO! They'd rather pay attention to the ones that can't and therefore it makes it seem like a lot. So to stop this hormone raging madness, I say we do our part and let people know that waiting for marriage is one of the BEST decisions one can EVER make!!!!!!!!!!!

It depends where you live. Maybe in a larger city it would be uncommon but it's also known to have a high rate in small towns. It just depends.
