Yes, it is read internationally. Scroll down to the bottom of any page of Yahoo Answers and see all the flags there for translation into other languages. They have their own international links so that they can have the same service that we do, but only for their own language and country. At least that is what the link shown below seems to say.
: United States United Kingdom Canada Australia India Spain Brazil Argentina Mexico en Español Italy France Germany Singapore Taiwan South Korea Hong Kong Japan China are the countries that get the Yahoo Answers.

A lot of the countries listed in the international lists were added just recently. Before that, people from those countries were more likely to peruse the English version of Yahoo! Answers.
Here in the US, you can read questions posted by people from all the English-speaking sites on here. If you want to see US questions only, go to the Yahoo! Answers homepage and select that option from the drop-down list on the left side of the page.
You can go to any of the international sites that you'd like, though. Most are based on the same system so they'll all show up on your My Q&A page.

There are links for other countries but that's under "Dining Out" or "Travel".
Yes we are all linked here. I believe Yahoo Answers is divided by language, not by country. So everyone who speaks English as a first language comes here.

Yup, it's international (I'm from Canada, and I'm answering in the UK!). And you can look at the end of the page to visit Yahoo! Answers from other countries.

Obviously not everyone abroad is going to be interested in US-centric questions, especially if they don't speak English ... as a whole YA is read internationally, and undoubtedly there are those abroad who read the U.S. site, but your question may not be read everywhere.
