Voice even over a 56kbitsps modem is a near disaster so yes it will work but it will work badly
on a 56k (7 Kilobytes per second max) pconnection the max data upload speed is limited to 33.6kbits/s (4.1 kilobytes per second max)(V90)
On an 28.8 it will be even worse (about 3.6 Kilobytes per second up or down (V34)). this bandwidth will limit the amount of data transfer. If have control over how the audio is compressed and sent over the line to and fro it might just work but the quaility of the codec will need to be set low.
