best college to study advertising or public relations in the U.S.?

I think any college in a major city would be a wise choice, especially with public relations. I go to the University of Minnesota - Twin Cities (Minneapolis/St.Paul), and we have a really great department for that field. If you are in a bigger city, you probably have more opportunities for internships, and also probably more experienced professors. I am a Psych major, and I was able to take a class from one of the top 3 psychologists in the world! That was a great experience.
