If you want to set up a blog, I suggest you download a copy of WordPress at http://wordpress.org/. There's a lot of options and if you want other features, you can always get additional plugins. You can also sign up for an account at http://wordpress.com/, but it has less options, so it's almost equal to using Blogger http://blogger.com/.
